TrueCaptions is expected to be free of charge for eligible users

TrueCaptions is expected to provide mobile phone captioning at no cost to individuals with hearing loss, pending certification under the FCC’s Telecommunications Relay Services (TRS) program.

If you experience hearing loss that makes phone conversations difficult and require captions to communicate effectively, you may qualify for free access when the service becomes available.

Eligibility for free use

Expected eligibility requirements

To receive TrueCaptions captioning service at no cost, you must meet the following requirements:

  • Self-certification

To qualify for TrueCaptions, users are expected to provide a self-certification confirming that they have a hearing loss that makes it difficult to understand phone conversations without captions. This helps meet the FCC’s standards for IP CTS access, aligned with the Americans with Disabilities Act (ADA).

  • Hearing loss necessitating captions

You must have a hearing loss that makes it challenging to use the telephone without captioning assistance

  • Biennial recertification

Eligible users may be asked to renew their self-certification every two years to continue receiving service.

  • Equipment acquisition

In some cases, a qualified professional such as an audiologist or healthcare provider may need to certify that you have a hearing loss that makes you eligible for captioned telephone service
